and individual rights."
The Eastern Michigan University Police Department is staffed
24 hours a day, 7 days a week, to meet the needs of the University
community. The Department is located at 123 Structure drive on
the ground floor of the parking structure on the west side of
campus off of Oakwood street.
Eastern Michigan University Police Officers are vested with
full law enforcement powers and responsibilities, identical to
the local police or sheriff's department in your home community.

What does a Campus Police Officer do?
University Police Officers perform a variety of tasks during
a typical tour of duty. They are assigned to patrol the campus
either by foot, patrol car, or mountain bike while also performing
these and other duties:
Respond to complaints and other calls
for service, and take appropriate action to resolve them.
Take police reports, and follow up on them when appropriate.
Investigate violations of State statutes and University regulations.
Arrest those found in violation of State laws.
Issue citations for parking and traffic violations.
Campus policing is not much different than city policing. Eastern
Michigan University has approximately 25,000 people on campus
during the school year. That includes faculty, staff, students,
and visitors. The university has 13 Residence halls and four
apartment complexes.
Minimum Requirements:
Be certified or certifiable (pre-service graduate of police academy)
by the Michigan Commission on Law Enforcement Standards (MCOLES)
to work as a police officer in the State of Michigan.
Be a U.S. citizen.
Possess a valid Michigan operator's license.
Possess the ability to perform the duties of a Police Officer
Possess good moral character.
Have no Felony convictions.
Have a good driving record.

Selection Process
Application:
Send a letter of application and a resume to the Human resources
department. See Human Resources to get an application.
Interview:
Applicants selected for an interview will be notified by mail.
Interviews will be conducted by police department members as
well as representatives of EMU students, faculty, and staff.
Personal Questionnaire / Information Release Waiver.
A personal questionnaire and release of information waivers will
be sent to applicants selected for interviews. The forms must
be completed and brought with the applicant to the interview.
Background investigation
A comprehensive background investigation will be conducted.
Selection
The Police Department recommends applicant (s) selected to EMU
Human Resources for approval.
Conditional Offer
After approval by human resources, a conditional offer of employment
is made to the applicant. Applicant must pass medical, drug,
and psychological screenings to be hired.
Probation
Once hired a new officer is on probation for one year. Newly
hired officers are also required to go through a sixteen week
Field Training Program.

Bicycle Patrol
Mission Statement: The mission of the bicycle patrol program
is to protect life, property and individual rights as well as
promote interaction within the university community through interpersonal
contact.
Eastern Michigan University Police Department implemented a
bicycle patrol program in 1995. The officers completed a 32 hour
mountain bike certification training program which includes riding
techniques, bicycle maintenance, and tactical procedures. The
program is supervised by Sgt. David Shefferly, and currently
the bicycle officers are Officer Keith
Shimanek,
Officer Justin Scott ,
Officer Andrea Elliott and Officer Susan McLennan . The hours
of operation are from 7:00
a.m. -
5:00am.
Initially the bicycle patrol program was implemented as another
community oriented policing tool, which has proven to be an asset.
However, we have discovered that the bicycle patrol officers'
response time to calls for service were generally lower than
their counter-parts in patrol vehicles.
Area Police Officer Program
The Area Police Officer Program was officially implemented in
the Fall of 1992. However, prior to the program implementation,
EMU Police Department was committed to the community oriented
policing philosophy and concept which was evident with several
officers 'assigning' themselves to 'areas' where they concentrated
on issues/concerns of that area.
The 2 area Police offices are located in Putnam Hall and Downing
Hall.
Currently there are 2 officers assigned to this Program; Officer
Pat McGill, Officer Andrea Elliott.
Area policing
is a new program, not an old program warmed over; it is much
more than just the idea of the old "beat cop".
The basic idea to this concept is to direct and personalize service
to the University community. Some of the duties and responsibilities
of this program are:
1.Organize the resources of the EMU Police Department and other
agencies within our community to reduce crime and solve problems.
2.Conduct and assist with crime prevention programs within the
area.
3.Maintain contact with staff groups operating within the area
and involve them in planning, designing, and evaluating area
crime prevention programs.
4.Receive complaints and request for service from area residents.
5.Attend area events and promote crime prevention awareness.
6.Investigate selected crimes.
